Title
Assessment Practices and Procedures in an
On-line English Learning Environment

Abstract
Globalization and the advent of computer technology  have changed the way students learn the English language. The emergence of on-line English language learning programs in various ESL and EFL communities offers a broader learning avenue for students. At the same time, it has introduced new and exciting ways of teaching English language on a wider and global perspective. Learning English on-line is seen as the most convenient yet effective way to learn and practice communication skills. However, this newfound learning technology has also brought with it challenges to contemporary language educators. How can on-line English language teachers assess their learners' progress effectively?  What concrete and systematic method of language assessment should be used to determine learners' performance?

This paper will explore the current practices and procedures of assessing adult learners with various levels of language proficiency who study English on-line. The presentation will provide actual samples of on-line language assessment procedures in the form of MP3 recordings. Then, it will present an alternative way of developing rubrics for pre- and post language assessment for ESL/EFL learners. Suggestions on the conduct of on-line English language assessment will also be included during the presentation.

Biographical Data
Ronald S. Go is an Associate Professor of English  at the Manila Central University, Philippines. He is also a Coordinator for English subjects in the same university. He works as a part-time  Assistant Professor at the Technological Institute of the Philippines, and as an on-line ESL teacher at E-Club Communications System. He completed his MA in English Language and Literature Teaching from the Ateneo de Manila University and his AB in English (Magna Cum Laude) from Far Eastern University.
